Now that [https://cwiki.apache.org/confluence/display/KAFKA/KIP-222+-+Add+Consumer+Group+operations+to+Admin+API] is merged, does it make sense to reopen this issue, to move `StreamsResetter` to `streams` module? or should we just keep it in `core` module and close it?
