shouldn't 'format' of fsfs repositories be changed to '4' ?
hi,
shouldn't 'format' of fsfs repositories be changed to '4' ?
because when accidentally accessing an fsfs repos with
an svn 1.0.x server or by accessing a WC that uses
file:/// with an 1.0.x client or through an 1.0.x based TSVN,
then the fsfs repos gets cluttered with db__ and .log files
and the client gives strange error messages.
especially the repository cluttering is really annoying.

Probably. Making that happen without incompatibly changing the format
for BDB repositories will require changing some assumptions made by the
code, but I'll try to get to it.
