[DISCUSS] : decoding

QSN:
         I want to know why Libre Office Calc 4.1 is decoding an .xls file
correctly where as Libre Office Calc 3 is not.

Is there any way to force open a file using specific "decoding" format?
How to know which format is being used to decode the auto decoded, opened
file?

Kindly help me to resolve this issue. I've checked almost every blogs &
forums for answers of above questions.
