Can't commit on JTC

eclipse reported for coyote/http11/LocalStrings_fr.properties

The server reported an error while performing the "cvs commit" command.
  jakarta-tomcat-connectors: cvs commit: Pre-commit check failed
  jakarta-tomcat-connectors: cvs [commit aborted]: correct above errors first!

What's the problem ?
