   ## What is the purpose of the change
   
   Currently, the default buffer size for `FsCheckpointStreamFactory` is only 4KB. This would case a lot of IOPS if stream is large. This PR would make that configurable.
   
   ## Brief change log
   
     - Add new option `state.backend.fs.buffer-size` in `CheckpointingOptions`.
     - Introduce `writeBufferSize` in the constructor of  `FsCheckpointStreamFactory` and related classes.
   
   ## Verifying this change
   
   This change added tests and can be verified as follows:
   
     - Verify the `writeBufferSize` is configurable in `StateBackendLoadingTest`
   
   ## Does this pull request potentially affect one of the following parts:
   
     - Dependencies (does it add or upgrade a dependency): **no**
     - The public API, i.e., is any changed class annotated with `@Public(Evolving)`: **no**
     - The serializers: **no**
     - The runtime per-record code paths (performance sensitive): **no**
