This change ensures that mainfest filenames are not reused by ReplaceManifests. Currently, if a commit needs to rerun the replace manifest process because of another commit, the manifest filenames are reused. This causes an issue when writing the manifest list, as the metadata for a file is cached by file name in SnapshotProducer.
