    Pin Maven prerequisite to 3.6.3 instead of ${mvnversion}
    
    The prerequisite reused ${mvnversion}, the same property that sets the
    maven-core dependency versions. That property has since moved to 3.9.16, so the
    declared Maven baseline had silently drifted up from the 3.6.3 used across the
    rest of the 3.x plugin line. Pin the literal baseline so the two can move
    independently.
