This issue seems vague to me. Are we talking about the libraries that are including during the Maven build? If so, it's not our responsibility to provide those licenses. If there is any non-Apache licensed software included with the build artifacts, it should be compatible with the ASL 2.0 or we will have to remove it.
I will resolve this issue as not a problem unless someone can give me a patch or a decent explanation on where to begin with this ... examples .. anything.

So we need to add a line in the NOTICE file for each non-Apache and ASL 2.0 licensed 3rd party software distributed in binary form.
For other licenses, like the BSD, we need to add a line in the NOTICE file *and* the license itself for each redistributed file in binary form.
