[C++] CI: switch from Bazel to CMake, restore macOS and Windows builds

Replace Bazel-based CI with CMake to unblock macOS and Windows platforms
that were disabled due to Bazel compatibility issues (bazelbuild/bazel#18592).

- Build matrix: ubuntu-22.04, macos-latest, windows-2022
- Cache gRPC build artifacts to speed up subsequent runs
- Use cmake --build for cross-platform compatibility
