Windows installer broken

The installer for Apache 1.3.28 (apache_1.3.28-win32-x86-no_src.msi) quit 
working with an error message, something like "Network error: Can't access file 
apache_1.3.23-win32-x86-no_src.msi". You may note the wrong version number 
which is not my typo.

If you rename the installer executable to apache_1.3.23-win32-x86-no_src.msi 
everything works fine.
