   ### Motivation
   
     * Currently the broker admin healthcheck  endpoint use the legacy V1 topic format to run. 
     * This creates issues as it's a deprecated, some of the new monitoring tools for pulsar have issues 
        working with this endpoint.
     
   ### Modifications
   
     * Support topic version query parameter to use old or new topic format for healthcheck.
     * Register namespace in new format on server startup.
     * Update pulsar-admin to support the end point.
