Jira workflow (Was: [jira] Reopened: (TIKA-11) Consolidate test classes into a src/test/java directory tree.)

I'd say resolving an issue is always in the hands of a committer, but
I'm with Thilo on reopening being a perfectly valid operation for a
contributor when the issue in fact wasn't completely solved yet.

Of course, if the later problem is not within the scope of the
original issue or if an alternative implementation is being proposed,
then opening a separate issue is more appropriate. But in this case
(TIKA-11) I think Keith's action was perfectly valid.

Well both of you are certainly entitled to your opinions: as am I mine. Mine
is clearly the opposite, at least in this particular case. If you're happy
getting 2 emails regarding reopening a JIRA issue that the pom.xml file
wasn't updated to src/test/java, as oppossed to be updated to src/test
(which mind you, still worked when I ran "mvn test" from the command line),
then that's your opinion and you're welcome to it.

Cheers,
 Chris
