Configuration files (xml, properties file) are scattered in different places in the distribution. IMHO all the configuration files should be placed in single location. In the current implementation there is a conf directory airavata-ws-messenger-0.0.1-SNAPSHOT/standalone-server/conf, so I would prefer we keep everything in this location and change the code accordingly.

This patch copies all the properties files in to conf directory and reads them from the same location.
