It was always available as <http://www.apache.org/docs/LICENSE>, though.

Nope, it is indeed there, and has been as long as /docs/ was simply a
checked-out copy of apache-1.3/htdocs/manual/, e.g. a long time.  I'd be
in favor of reducing the number of places the LICENSE appears, for fear of
forgetting to update it consistantly.

It was?  Hmm.. I'm pretty sure I tried that URL.  However, I'm offline
and can't verify.  I didn't think LICENSE was in the htdocs/manual
tree, which is the CVS source for docs/..
