[PR] fix(parquet): coalesce push decoder retained buffers [arrow-rs]

## Summary
- replace quadratic exact-range clearing with indexed push-buffer ownership
- split coalesced pushed ranges into independently releasable row-group buffers
- release staged bytes after constructing each row-group reader
- preserve forward, reverse, duplicate, and incremental row-group decoding
Fixes #9695.
## Validation
- cargo test -p parquet push_buffers
- cargo test -p parquet push_decoder
- cargo fmt --all -- --check
- cargo clippy -p parquet --all-targets --all-features -- -D warnings

Closing this because upstream #11235 has merged and closed #9695, and #11237 has also merged the sorted-buffer lookup improvement. The original issue is covered by the upstream implementation, so this PR no longer needs to maintain a competing solution.
