[Russ Roush ] idea

Was wondering if anyone has put any thought to bandwidth limiting for the
proxy module?
IE. limit to 64K, 128K, 256K, 384K, 512K, 768K, 1024K, etc.

Example 1:
  Company has a T1, and uses Apache proxy server. What if the company does
not want it's employees surfing the web and using all of its T1? 
Example 2: 
  ISP has a co-located POP at a companies site. ISP allows the company to
use it's T1 facilities, but doesn't want that company to use all of it's T1.
