[ANNOUNCE] Commons Parent 24 released

Commons Parent has been released.

Main changes:
- added tests and test-source jars to the release profile.
- Added cobertura: 2.5.1 to reporting and buildManagement
- Add default project info reports: excluded license/plugins/plugin management

When upgrading to CP24, please take a moment to check if the component
pom can be simplified.
The parent pom now handles a lot more by default.
