[PR] fix: not saving etcd revision [apisix]

   ### Description
   
   Due to the [fix](https://github.com/apache/apisix/pull/10614), the saved etcd revision will be discarded when reconnecting to etcd, APISIX need to re-traverse all keys in etcd every time, that leads to high cpu usage
