[VOTE] Release plan for 4.2.1 (Critical performance issue in 4.2.0)

Hi guys,

I've discovered a critical performance issue in 4.2.0 when writing to
multiple ledgers. It brings throughput on 1000 concurrent ledgers down
to 100 adds/sec. It doesn't seem to affect the single ledger case.

Given the severity of the problem, I'd like to start rolling a 4.2.1
release once the fix is in. I'll also include BOOKKEEPER-554 since
it's quite straightforward.
