I'm actually not sure if a full blog post is needed. This covers you pretty much the whole way: https://developer.mozilla.org/en-US/docs/Web/API/XMLHttpRequest/Sending_and_Receiving_Binary_Data#Sending_binary_data

Here's a test app I played with that does downloading, storing in indexeddb, and uploading to the cordova-plugin-file-transfer test server: https://github.com/filmaj/xhr2test
