[PR] ARTEMIS-5579 remove unecessary synchronized block: [activemq-artemis]

- ServerLocatorImpl::discovery notification
* this is causing a few failures on the testsuite, in a deadlock like situation
- PageCursorProviderImpl. While cleanup is being performed, no destinations will be created. That lock is no longer needed.
