Evans Ye resolved BIGTOP-2087.

This has been fixed by moving 1.0 artifacts to bigtop-repos bucket. (Thanks [~apurtell] and [~cos])
The 1.0 release repo has been updated as well:
http://www.apache.org/dist/bigtop/bigtop-1.0.0/repos/

Hence close this as fixed.
