Label Manager changes sequence of the labels

Hi,

I have noticed that the Label Manager tool changes the sequence of some of the  
labels in the xml file when translations are saved. This can be checked with 
a svn diff.

My question is, will this make it more difficult for the comitters to validate 
that the translation files are valid and is the Label Manager the preferred 
tool to use instead of an editor like eclipse?
