Where did you find the link?

It isn't hard at all, and should be much easier now.  The site was
reorganized to be easier and better, but old URLs weren't preserved.  I
believe that you want:
http://incubator.apache.org/incubation/Process_Description.html.  That link
is right there on the menu of the new site.

What project would you like to propose?
