This is a really obnoxious issue. If you have a 644 /etc/accumulo/conf/client.conf with connection information and a 600 /etc/accumulo/conf/accumulo-site.xml (how we recommend config files are restricted), you can't use the shell at all unless specifying the zookeeper hosts on the command line as options.
