I haven't looked into this problem in detail, but I believe you are
misdiagnosing it.

The problem, I believe, is that you can't assign more than one language to a
file with AddLanguage.  The second AddLanguage *replaces* the first one, it
doesn't add to it.

I don't personally know of any way to assign more than one language to a file
for negotiation purposes.  You could try
AddLanguage "de,de-ch" .de
which will probably create a valid Content-Language header, but I don't know
what mod_negotiation will do with it.  I'd have to check the code.
