Closing LEGAL-182

Dear Legal Affairs people,

LEGAL-182 appears to have consensus to me but it is still open.

VXQuery are being made to redo a release without the test file using
the license being discussed in LEGAL-182 because the Incubator PMC
pedants wont accept it while this JIRA is not formally closed.

Could one of you Legal Affairs please take it in to your hearts to
help them out and close this JIRA now ASAP before they redo all the
new release work?

Please.  Release votes were never required to be
unanimous.  If a simple majority approve of it,
the release passes.  If not, browbeating the opposition
into submission by overruling them is discourteous
at best and not likely to garner an affirmative
vote out of them, so why does this need to be
settled immediately by a policy ruling rather than
by simple majority on a one-time basis?
