[PR] JAMES-4223 Default S3 If-None-Match to false [james-project]

quantranhong1999 opened a new pull request, #3250:

   Defaulting `objectstorage.s3.ifNoneMatch.enable` to `true` breaks S3 compatible object storages that does not support conditional writes.
   
   This was hit on our OVH Object Storage (Swift backed, S3 API served by the Swift s3api middleware): Swift s3api rejects any PUT carrying an `If-None-Match` header with `501 Not Implemented` (`NotImplemented`: "Conditional object PUTs are not supported."). Only Swift 2.36.0+ accepts `If-None-Match: *`. 
   
   Upgrading James without touching the configuration thus makes every blob write fail, and is a breaking change changes for some existing deployments.
   
   Thus, I propose to revert this back to `false`. S3 conditional writes remain available as an opt-in through `objectstorage.s3.ifNoneMatch.enable=true` on storages supporting them (AWS S3, MinIO...).
