No Public IP on Virtual Router

Dear Team,
 I am using cloudstack 4.8 and XenServer 6.5   with an advanced zone.  The
Virtual Router does not get a public IP address. However the sytem VMs do
have a public IP and can reach the internet. 

What am I missing ? any idea please?
