vanilla init.d script for git added to git1-us-east

svn2gitupdate needs to have the service put in an init script

git user has to be created using puppet, same with the asfgit ssh key

apache config and docroot contents managed via puppet

(most of this is in the git_mirror branch, just need to update it, re-test it, and then get it reviewed+merged)
