jena-vm.apache.org is ready. I have set up a basic puppet config covering your initial requirements and info I grabbed from the existing jena.zones config. This provisions a default httpd configuration, virtualhosts for sparql.org, and installs jetty from the ubuntu packages.
Please log into the VM and set up opie (orthrus) : https://reference.apache.org/committer/opie
Once you've done that, I will add you to sudoers.
The initial puppet configuration for this host is located at https://github.com/apache/infrastructure-puppet/blob/deployment/data/nodes/jena-vm.apache.org.yaml if you want to take a look.
