I suspect that at some point the cordova.js script was built by create.

These days, it's just a file, and not particularly interesting. The current code does a number of odd things in order to construct cordova.js.

Unfortunately, those things aren't safe for people who are running create multiple times concurrently (either because they're using {{jasmine-isolated.js}} or some CI which happens to like to run things concurrently). Creating and deleting directories at fixed locations is hazardous to such tasks.

I'd like to simplify the code...
