Hi scott! sorry that it took me so long. Trying to dig into now, but I need to go through all the steps to do a proper job.

I started small with the PartitionedStepController numTotal == 0 check but got a TCK exception "JobOperatorTests.testJobOperatorAbandonJobDuringARestart:345 Did not see expected JobExecutionIsRunningException for abandon attempt during restart"

Will dig further the next few days...
