Adding a space resolves this issue.

I'm not sure this is a valid bug. The PowerPoint editor does not allow empty
lines to contain bullets. Implementing this feature would likely generate
invalid .PPT files that could not be opened in the PowerPoint application. 

As a workaround, add a space to your file like I have done in the attachment.
