[IP CLEARANCE] Apache Arrow - experimental arrow donation

Hi Incubator PMC,

The Apache Arrow PMC has voted to accept the donation of "arrow2" [1] to an
experimental repo, which is a re-write of the official arrow implementation
in Rust without memory safety violations.

Please vote to accept this contribution.

This is a lazy consensus majority vote, per the IP clearance process [2],
open for at least 72 hours.

There are several contribtors listed in the repo, that are not mentioned in the IP clearance, have they also given permission for their code to be donated in the way?
