To recreate:

1: Create a Process Group (PG)
2: Create and enable a Controller Service (CS) to run within that PG
3: Delete the PG

It will successfully delete the PG without having to first disable the controller service. This should not be able to be done. This happens in both standalone and clustered, and with or without referencing components.
