cocoon-1.7.2 upgrade to 1.7.4/1.8 endless loop

cocoon-1.7.2 with tomcat 3.1 running successfully.
installed both cocoon-1.7.4 and cocoon-1.8 and experience the following
issues:
Selection of xml page which contains xsp tags causes machine to run at
100%CPU forever.
The xsp page is processed and class files produced. The browser eventually
times out but the tomcat/cocoon process continue to run forever.
Selection of xml page without xsp tags processed normally.

Changes made to move from 1.7.2 to 1.7.4:
	-location of cocoon.properties and the related change to web.xml.
Changes made to move from 1.7.2 to 1.8:
	-location of cocoon.properties and the related change to web.xml.
	-turbine-pool.jar in tomcat classpath
