Make legacy entry points to repository system pick offline mode from session

For plugins that use the 2.x style repository/artifact components Maven will appear to ignore offline mode as the API used by the plugins doesn't provide the means to pass the offline mode along from the session. We need to tackle that in the core when we create the repository request from the arguments of the legacy method calls.
