This is the current expected behaviour for Android whitelisting. The addition of InAppBrowser will make window.open more consistent, but there are no plans to change this behaviour in a future release as far as href links are concerned.

As far as embedded resources being blocked, that is a bug, but we may not be able to do anything about this, since the Android API doesn't give us the ability to interrupt resources being loaded by WebKit.  More work on this is needed.
