harleyjj opened a new pull request #4314: [TE] frontend - harleyjj/alert-overview - show bounds on Alert Overview

   1) Shows bounds on Alert Overview, only when granularity is daily and there are no dimensions
   2) Makes bounds shade above the lower bound when the upper bound values are infinity or null
   3) Changes POST detection/preview/{id} endpoint to GET, since we aren't creating anything or sending a payload
   4) Implements GET detection/dataset endpoint for getting dataset info by name, including granularity
