   ### What happened

   when we run the PostIssue to add issue

   it will reset all the board data to be empty only without ID.

   ### What you expected to happen
   
   If the borad already exist, do not reset it to be empty.
   
   ### How to reproduce
   
   1.insert a board data in database.
   2.use webhook to create or update a issue be related to the board whitch insert on step one.
   3.see the board data
