Provide some means of accessing, deleting and adding content to a SOAP message from Handlers

In order to implement WS Encryption, Axis needs to provide some means of accessing, deleting and adding content to a SOAP message, both in the header and body, as encrypted content should replace the plaintext it was derived from. Currently, Axis allows only header content to be added by the use of handlers.
