i like the patch, it makes the page read better and easier. however, in my opinion, we need more aggressive changes to the page. the majority of items on the page can equally apply to DRLVM and classlib (i think Sian January mentioned that there are some specific classlib items though), and the introductory sections are about generalities that don't always relate to the header of the page. 
my suggestions would be to
- edit the page to remove unneeded focus on classlib, to make it equally relevant for vm developers
- move the page up (not store it in subcomponents/classlib) in the structure of the website  (actual file location and linkage) to make it more easily accessible. 
for example, you can store the page in top xdocs folder and link to the page from documentation.html, from quick helps and other build-development web pages.
