FTP depends/newer option does not work

I am experiencing similar issues.  But only in 1.5.1.  1.4.1 works fine.  The 
FTP tasks is trying to create directories as it copies each file included in 
the fileset when it does not need to.  This causes a build exceptiona as the 
directory already exist.
