[RESULT][VOTE] Release Maven Verifier version 1.4

Hi,
The vote has passed with the following result :

+1 (binding): Olivier, Robert,  Hervé, Kristian

I will promote the artifacts to the central repo.

(I will complete the "release paperwork" for verifier and m-s-u later tonight)
