[users@httpd] Apache changing file permissions

I'm running apache with a user account called apache and group set to
apache.  When cgi procs create files, the group ownership changes to the
apache gid, even though the sticky bit is set on file perms.  Any
suggestions?

drwxrwsrwx    2 apache   group-name           4096 Nov 18 04:44 .
drwxrwsrwx  554 apache   group-name          40960 Nov 17 13:33 ..
-rwxrwxrwx    1 apache   #apache-gid#        20871 Nov 14 17:12 test
