[Bug 5319] New: blacklist scoring everyone as in users blacklist

Almost all address are scored indicating they are in my user blacklist, even 
when they are not. This included emails that are from our domain.  Many show 
as being in our blacklist and whitelist even though they are only in the 
whitelist.  We use the global settings
