[PR] [AMBARI-26594]Stack upgrade issue related to null upgrade_id [ambari]

## What changes were proposed in this pull request?
This changes fixes intermittent issue related stack upgrade.
Issue: While doing stack upgrade upgrade_history table is not able to persist as its not able to get upgrade_id from parent table
## How was this patch tested?
Tested stack upgrade multiple times.

Thanks for confirming. I'm not entirely sure if this change will fix the issue, but it's quite clear that Upgrade and Upgrade History should have a one-to-many / many-to-one relationship. This change should be safe to merge — let's go ahead with it.

@arshadmohammad it was tested manually. Its intermittent issue but occurring frequently. We tested it on more than 10 cluster by performing stack upgrade.

Since the issue is intermittent and there are no suitable test cases available, could you please explain how you tested the changes and verified that they resolve the problem?
