what happend after 3.1.8?

Hi all,
 
this is sort of a re-post , as I never saw a reply.
 
I've tried every single version after 3.1.8 and it fails to work-
 
It keeps connections open in the FIN_WAIT  state  and never closes them,
then just  times out everything
 
I just tried to upgrade to 3.2.1  and got the same result- so ONCE AGAIN i've
had to downgrade to 3.1.8
 
is there a pre-requisite to upgrading above 3.1.8?   is there something that
I have to do in order to go beyond 3.1.8?
 
I run
FreeBSD 6.2
CLAMAV
EXIM 4.67
SA 3.1.8
