[ANNOUNCE] Apache Spark 4.0.4 released

Hi All,

We are happy to announce the availability of Apache Spark 4.0.4!

Apache Spark 4.0.4 is a new patch release of the 4.0 line containing
security and correctness fixes based on the branch-4.0.

To download Spark 4.1.3, head over to the download page:
https://spark.apache.org/downloads.html

Spark 4.0.4 is also available on PyPI (pyspark, pyspark-connect,
pyspark-client) and the Maven Central Repository.

Docker images are also available for convenience but contain additional
non-ASF code.
